Inmate Mail Regulations

  • All letters and correspondence for inmates must be sent through the United States Postal Service.
  • Full name and return address must be on envelope or mail will not be delivered to the inmate.
  • Certified or Registered mail will not be delivered to or from the Post Office by jail staff.
  • Monetary funds for inmates must be mailed as a money order or cashier’s check – do not send cash or personal checks.

Mail will be returned to sender if it contains any of the following:

  • Polaroid type pictures.
  • Pictures or drawings of nude, obscene, or sexually explicit material.
  • Stamps, stationery, or envelopes.
  • Magazines, newspapers, soft cover books, and similar items which are not sent directly from the publisher and pre-approved in writing by Corrections Sergeant.
  • Hardbound books.
  • Padded, musical, electronic, or laminated greeting cards.
  • Non-paper material, including corrugated cardboard.
  • Food or clothing items.
  • Foreign/unidentifiable substances.
  • Threats of physical harm against a person, blackmail, extortion, or any other criminal activity.
  • Plans to escape, or depictions or description of blueprints or operational details on an institution’s security.
  • Material that threatens or is detrimental to the security, safe operation, or discipline of the facility.
  • Plans which indicate criminal activity or violation of jail rules.
  • Correspondence that is in code.
  • Gang related material.
  • Mail from another Penal Institution.
  • Mail that violates a No Contact order, Protection Order, or any other court order prohibiting communication with an inmate.

Inmate Telephone Calls

The Jefferson County Correction Facility offers phone access to each inmate in virtually every cellblock. Inmates are encouraged to use the phones to contact friends, family, attorney, etc. All outgoing calls from the cellblocks are collect. Inmates CANNOT receive incoming calls.

Removing a Block From a Phone Number

  • Come to the Jefferson County Jail with valid photo identification and a recent phone bill with the phone number on it and your name as the primary.
  • The Jefferson County Jail will not remove blocks without id and proof of ownership of the phone number.

Inmate Visits

Jefferson County Jail allows inmates to contact with their family members and friends through visitations, which can be onsite or remote.

Visiting Hours

Sundays:

  • Female Inmates: 1 PM – 2 PM
  • Male Inmates: 2 PM – 4 PM

Wednesdays:

  • Female Inmates:  6 PM – 7 PM
  • Male Inmates:  7 PM – 9 PM

Visits:

  • You must bring picture ID to visit.
  • NO ID – NO VISIT.
  • You must arrive at least 30 minutes before your scheduled visit.
  • Visitation scheduling is done on a first come first serve basis. Inmates receive only 1 visit per day.
  • Minors are allowed to visit as long as they are accompanied by a parent or legal guardian.
  • Visitation is limited to thirty minutes.
  • You must be pre-approved and on the inmate’s visitation list. Complete name and date of birth required.
  • Arrest warrants, or no-contact orders with the inmate, are both disqualifiers.

Rules For Visitors

  • Visiting privileges may be suspended for reasons of security and safety, bad conduct or other reasons set out below.
  • All inmates will have their living area clean and will be fully dressed before being allowed to visit.
  • Staff will inspect living areas for cleanliness. Inmates in disciplinary segregation and/or cell/mattress restriction will not be allowed to visit with family or friends.
  • If an inmate is re-housed for classification reasons due to behavior, safety or security reasons, visiting will be cancelled for that particular week.
  • Visitation is on a first come, first served basis. There are 12 slots per hour.
  • Visitors must be attired properly to enter the jail; tank tops, short-shorts, and short revealing skirts will not be allowed.
  • Inmates will remain in their assigned seating while visiting.
  • Swearing, horseplay, loud conduct, or any other disruptive behavior will result in the termination of your visit.
  • You will be required to leave the visiting area promptly at the end of your visiting period. Failure to leave promptly may result in loss of future visits.
  • If a visitor who is signed up to see an inmate is denied access to the visiting area for any reason, the inmate will be notified of the visitor’s name and the reason for denial.
  • Letters, messages or correspondence of any type will not be delivered to visitors through reception. Exceptions are for releasing excess property.
  • Visitors may only leave money on the books for the inmate they visit.

Prison Rape Elimination Act (PREA)

PREA is intended to address the detection, prevention, reduction and prosecution of sexual harassment and sexual assault in all corrections facilities in the country. The Jefferson County Jail has implemented a zero-tolerance policy relating to sexual violence in custody, and recognizes offenders who are sexually harassed or abused as victims of a serious crime. The department immediately responds to allegations, fully investigates all reported incidents, pursues disciplinary action, and refers those who perpetrate such conduct for investigation and prosecution.

Posting Bail

Bail is accepted 24 hours a day at the jail.

Bail can either be posted with cash, cashier checks, or a bond from a bail bond company.

When cash bail is posted, it is possible that the person paying the bail will receive the money back once the person that is bailed out has completed their court appearances.

Refunds are handled by the court of jurisdiction over the defendant’s case.

The Sheriff’s Office does not refund bail monies.

There are many bail bond companies that are authorized to write a bond in Jefferson County. They are listed in the yellow pages under “Bail Bonds.” The bail bond companies generally charge 8-15 percent of the bail amount. This is their fee for writing the bond and is not refundable.

Once bail has been posted it may take 2-6 hours before the person is released. This will vary depending on day of week, time of day, and how many other releases are pending at the time the bail is received.

Jefferson County Sheriff’s Office

The Jefferson County Sheriff’s Office, established in 1853, is one of the oldest law enforcement organizations in the state of Washington. They have been serving Jefferson County for 150 years.

The Jefferson County Sheriff’s Office is dedicated to provide non-discriminatory, effective and efficient law enforcement service in protecting the life and property of the citizens of Jefferson County, and to ensure that the constitutional rights of all persons are protected. The Sheriff is the chief executive officer and conservator of the peace of the county as directed under RCW 36.28.

The Jefferson County Sheriff’s Office is located at the Justice Center, 79 Elkins Road, Port Hadlock, Washington (360) 385-3831 (FAX 360-379-0521). The Sheriff’s Office also maintains an office at the Courthouse in Port Townsend, a substation in Clearwater, and an annex in Quilcene.

The current population of Jefferson County is approximately 26,000 of which approximately 18,000 reside in unincorporated areas. Jefferson County is 1,815 square miles. The Sheriff’s Office provides law enforcement services to all the unincorporated area of the county.

The Sheriff’s Office budget for fiscal year 2006 was $3,086,424. The Jefferson County Sheriff’s Office has 47 full-time positions, 12 reserve deputies, and 20 volunteers. Entry level testing for deputies is contracted with Public Safety Testing (www.publicsafetytesting.com).

The Jefferson County Sheriff’s Office has a 150 year history. Henry C. Wilson was appointed as the first Sheriff in 1853. Sheriff Hernandez is the 35th individual to hold the office.

Criminal Division

Within the Criminal Division are the Deputies and Detectives. The primary function of the Criminal Division is law enforcement. Responding to citizen’s calls for assistance, investigation of crimes committed, traffic law enforcement through pro-active traffic stops, and crime prevention through public education.

The Criminal Division is supervised by Patrol Sergeants and Captains. The Criminal Division consists of several divisions which include Patrol and Investigations.

Patrol

Responsible for providing quality law enforcement services to unincorporated Jefferson County to include protection of life, property and preservation of the peace.

Patrol Deputies are responsible for covering approximately 400 miles of county roads throughout the 1,850 square miles of Jefferson County. The 13 patrol deputies respond to criminal as well as civil complaints, investigate crimes and traffic accidents, enforce traffic laws and serve civil papers.

Investigations

The Detective Division is comprised of three detectives who are responsible for conducting complex and major criminal investigations. The most common types of cases investigated by the detectives include: death, felony assault, sexual assault, child/elder neglect and abuse, robbery, burglary, theft and fraud.

The detectives initiate and conduct investigations of illegal drug use, sales, and manufacture in Jefferson County. The Detective Division also acts as an educational and informational resource for the public and other governmental agencies regarding illegal drugs, their use, and the drug subculture, and provides information regarding child safety issues.

The Detective Division is responsible for registering and monitoring convicted sex offenders. The Jefferson County Sheriff’s Office considers the safety of community members to be of the utmost importance and therefore subscribes to the objectives of the 1990 Community Protection Act, which is to provide adequate notice to the public concerning sex offenders who are, or will be, residing in their communities.

Polygraph support for criminal investigations and pre-employment screening is provided by the Detective Division’s on-staff polygraph examiner. Polygraph examinations are utilized to further the investigations of crimes ranging from homicide to theft.

While detectives are not as visible to the public as patrol officers, they play a vital role in the success of the Sheriff’s Office. On major crimes the detectives often take up where patrol leaves off, gathering the detailed information necessary for a successful prosecution.

Detectives also play a role in community policing. Detectives often see patterns in thefts, drug activity, assaults and other crimes that can be positively impacted by working with citizens and patrol officers to find solutions to these problems.
